PAIA Manual

This manual is prepared under section 51 of the Promotion of Access to Information Act 2 of 2000, as amended, known as PAIA. It explains how to request access to records held by Tradewise Holdings (Pty) Ltd, trading as Linking Hearts.

PAIA does not make every company record public. Access is considered according to the Act and may be refused where a lawful ground for refusal applies.

6. How to request access

A requester must complete the prescribed PAIA Form 2: Request for Access to Record and send it to the Information Officer.

7. Fees and response

A requester may have to pay the request or access fees prescribed under PAIA. The Information Officer will explain any applicable fee before access is provided.

Linking Hearts will consider the request and respond within the period required by PAIA. The response will state whether access is granted or refused and provide the required reasons and information about further remedies.

8. Grounds on which access may be refused

Access may be refused where PAIA requires or permits refusal. Examples include:

If only part of a record is protected, access to the remaining part will be considered where it can reasonably be separated.

9. Complaints and remedies

A requester who is dissatisfied should first contact the Information Officer so that the matter can be reconsidered.

A complaint may then be lodged with the Information Regulator using the prescribed PAIA complaint process. A requester may also approach a court where PAIA permits it.

10. Availability and updates

This manual is available free of charge through the Linking Hearts website and from the Information Officer.

It may be updated when company records, contact details or legal requirements change. The current version and effective date will appear at the top of the manual.
